What is TOPA?
TOPA = Tenant Opportunity to Purchase Act
TOPA endows the “first right of offer” and “first right of refusal” to existing tenants when a property owner decides to sell.
Specifically, the act protects low-income tenants by giving them priority purchasing rights if and when a landlord puts their property up for sale.
